Two ways to answer "what does it cost," and only one shows its work
Ask ten sources what it costs to build in California and you get ten numbers, none of which explain themselves. This one does the arithmetic in the open: a real 2018 baseline, a published cost index applied to bring it to today, and the math left visible. Where a national survey lands on the same number, that's a second confirmation — not the only source.
The index: Turner Construction's Building Cost Index, published quarterly, tracks nationwide labor rates, material prices, and market competitiveness. Its 2018 annual average was 1096. Its most recent reading, Q2 2026, is 1552 — a multiplier of 1.416× (up 41.6% since 2018). Every "Indexed 2026" figure below is the 2018 figure times 1.416, nothing else.

Look at the single-family row. The indexed midpoint (~$163/sq ft) lands almost exactly on the NAHB survey's reported hard-cost average (~$162/sq ft) — a real 2018 price escalated by a published index, and an independent 2024 national survey, arriving at the same place by different routes. Where the two diverge (high-end/custom, multifamily), don't average the gap away: it usually means the 2018 baseline and the survey aren't describing the same scope of project.
The West Coast / CA column is a separate step, not folded into the index math — a further multiplier on the national indexed figure, driven by seismic design, labor cost, and California permitting overhead. It's a reported range rather than one computed number because that's how wide it genuinely runs.
Why an index beats a re-quoted survey
A survey answers "what does a national sample say things cost today." An indexed figure answers a better question: what did this specific number, from a real 2018 baseline, become once real inflation hit it. Almost nobody publishes the second answer, because it requires having had a real 2018 figure to start from.
Refresh mechanics: this table's primary figures update by pulling the next quarter's Turner reading and recomputing — a five-minute task, not a rewritten article. The NAHB cross-check column refreshes annually, when NAHB releases its next Cost of Constructing a Home survey (typically Jan/Feb).
Two people say "construction cost" and mean different things
This is the failure that costs the most and gets discussed the least. Before any number means anything, three questions:
Soft cost or hard cost? Soft is permits, consultants, fees, insurance, survey and testing, and it typically runs 15–30%+ on top of hard cost. Hard is the actual building. A quote that sounds high may be all-in; one that sounds cheap may be hard cost only. Site work (grading, utility connections, retaining walls on a sloped lot) is its own separate line on top of both — it doesn't scale with square footage, and on a sloped lot it can run large on its own. Budget contingency separately too: 5–10% is typical, add more if underwriting for the first time.
Inside hard cost — what quality, and what type of construction? "$200 a foot" with porcelain tile and "$200 a foot" with marble are not the same bid. Neither are the same square footage in wood frame and in Type 1.
What's excluded because it doesn't scale with square footage at all? This is where the real misses live. Basement excavation and dirt haul-off, parking, off-site utility work, and hillside site work don't move with the floor area of the house — so a $/sq ft number silently prices them at zero, which is exactly why the method breaks worst on the projects where the stakes are highest. Commercial underwriting treats parking as its own calculation for this reason. Residential mostly doesn't, and should.
Everyone is trained to think in $/sq ft because it's the number that fits in a conversation. More experienced people know its limits. Nobody says so out loud, and the reason is social, not technical: asking "what's actually in your number" feels like admitting you don't know. Don't let ego or shame stop you. Clarify. The people worth hiring will answer without blinking, and the ones who won't have told you something.
The line items nobody publishes
These are trade unit costs and allowances from real SGV/LA-area estate projects, circa 2018. Unit costs are indexed by the same Turner multiplier (×1.416) used above; allowances are shown at their 2018 figure and not indexed, because appliance, equipment, and insurance pricing tracks its own markets rather than a construction cost index. Verify all of it against current bids — this exists so you can read a bid, not replace one.

Two of these are worth staring at. Grading at roughly $100,000 is not a line item that appears in any $/sq ft figure — and on a sloped SGV lot it goes up, not down. And temporary utilities scale with schedule, not with size: every month the project runs long, that line grows, which is one of the quieter reasons delay is expensive.

Before you budget against this table
These are planning-level numbers, not a bid. Site conditions, design complexity, material choices, and which SGV city you're building in all move the real figure. AI takeoff tools will produce a fast quantity count off a drawing set, but they don't know what a framing crew charges in Arcadia this month — that still comes from local bids.
If the lot slopes, stop here and read building on a hillside lot first. The hidden costs there are large enough that a per-square-foot number is actively misleading.
