The certificate of occupancy came through on December 18, 2025. Nearly every unit is tied to a project-based voucher, and the waitlist closed before the building opened because demand exceeded it. The project serves low-income families and, specifically, survivors of domestic violence. It is named for Esteban E. Torres, who represented this part of the San Gabriel Valley in Congress for sixteen years.

The site and the corridor
Ramona Boulevard, across from the Baldwin Park Metrolink station on the San Bernardino Line, in what the city calls the Downtown Corridor. The companion project is Central Metro Place, 54 affordable senior apartments by Retirement Housing Foundation, a short distance south on Central Avenue and finishing now. Together the two projects put 105 deeply affordable homes on Baldwin Park's downtown transit within roughly eighteen months.
